The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) National Center for Explosives Training and Research (NCETR) is seeking proposals for seismograph monitoring solutions at Redstone Arsenal, Huntsville, AL. - Government Buyer: - ATF National Center for Explosives Training and Research (NCETR), managed by the ATF Acquisitions Office, Washington, DC - Products Requested: - Three portable seismograph systems with accessories - Microphone rated to 148 dB - Triaxial geophone - Security enclosure with solar panel and voltage regulator - Cellular modem with cables and antenna - Power and communication splitter cables - Must meet ISEE seismograph standards for 2026-2031 - Services Requested: - Seismograph monitoring service (remote data access, email alerts, cloud storage, exportable reports) - Annual calibration service (with loaner units available) - Optional installation service (contractor or detailed instructions) - Technical assistance (hardware, software, data interpretation; on-site support available) - Place of Performance: - Redstone Arsenal, Huntsville, AL (including Capano Range, McKinley Range, Corkern Range) - Unique Requirements: - Seismographs must monitor airblast and vibration from explosives range operations - Compliance with Department of Justice security provisions - Annual calibration with rapid turnaround and loaner units - Remote access and real-time notifications for events exceeding limits - No specific OEMs or vendors are named; solutions must comply with ISEE standards.
Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12, as supplemented with additional information included in this notice. This is a Request for Proposals (RFP) and the solicitation document, and incorporated provisions and clauses are those in effect through (FAC) 2026-01. The solicitation number associated with this combined Synopsis/Solicitation is # 15A00026R00000059.
