Roads Needs Study Services for Township of North Huron

The Township of North Huron is seeking a qualified firm to conduct a Roads Needs Study (RNS) for its municipal asphalt road and sidewalk network. - Scope of Work: - Comprehensive evaluation of all municipal asphalt roads and concrete sidewalks (excluding Private Roads and County Highways) - Traffic count analysis for each road segment - Inventory of road and sidewalk assets - Preparation of a final report including: - System adequacy assessment - Funding recommendations - Identification of deficiencies and drainage improvements - Road condition and priority ratings - Recommended rehabilitation strategies (e.g., asphalt patching, surface treatments, mill and pave, pulverize and pave, full reconstruction) - Compliance Requirements: - Must adhere to the latest Ontario Provincial Standards, Statutes, and Regulations - Must comply with Ministry of Transportation (MTO) and Ministry of the Environment, Conservation and Parks (MOECP) requirements - Study must align with the Township's Asset Management Plan and Strategic Asset Management Policy - No specific OEMs or vendors are named in the solicitation - No product purchases are requested; this is a professional services opportunity

Description

The solicitation is for a Roads Needs Study (RNS) to conduct a comprehensive evaluation of the Township's asphalt road and sidewalk network, including a traffic count analysis of each road segment. The final report will detail system adequacy, funding recommendations, deficiencies, drainage improvements, road condition ratings, priority ratings, and optimal rehabilitation strategies. The study will cover a full range of capital restoration and maintenance options and must comply with Ontario Provincial Standards and relevant regulations. All asphalt roads and concrete sidewalks within the Municipality, excluding Private Roads and County Highways, will be inventoried.
