Description
This Direct Final Rule amends facility response plan regulations to allow operators of oil pipelines to keep electronic copies of onshore oil spill response plans or the relevant portions of those plans instead of paper copies. The rule aims to modernize response plan recordkeeping by permitting electronic copies, potentially improving efficiency and accessibility for pipeline operators and regulators. The rule is effective August 3, 2026, unless adverse comments are received by June 23, 2026. If adverse comments are received, a notice will be published withdrawing the rule and proposing a new rulemaking process.
