The Pipeline and Hazardous Materials Safety Administration (PHMSA) proposes regulatory amendments to align procedures governing post-issuance administrative challenges of final rules issued by its Office of Pipeline Safety (OPS) with those governing post-issuance administrative challenges of final rules issued by its Office of Hazardous Materials Safety (OHMS). The amendments aim to remove second-round appeals to the PHMSA Administrator and consolidate the review path for all petitions for reconsideration of OPS final rules.
