The Pipeline and Hazardous Materials Safety Administration (PHMSA) proposes regulatory amendments to align procedures governing post-issuance administrative challenges of final rules issued by its Office of Pipeline Safety (OPS) with those governing post-issuance administrative challenges of final rules issued by its Office of Hazardous Materials Safety (OHMS). The amendments aim to remove second-round appeals to the PHMSA Administrator and consolidate the review path for all petitions for reconsideration of OPS final rules. This proposal seeks to improve consistency and clarity in the administrative challenge process for PHMSA's safety programs. Written comments on the proposed rule must be submitted by June 23, 2026.
