Description
This Direct Final Rule (DFR) amends PHMSA's regulations to incorporate by reference an updated edition of industry standard ASTM D2564, Standard Specification for Solvent Cements for Poly (Vinyl Chloride) (PVC) Plastic Piping Systems. The updated standard aims to maintain or improve public safety, prevent regulatory confusion, reduce compliance burdens on stakeholders, and satisfy a mandate in the National Technology Transfer and Advancement Act (NTTAA) of 1995. The rule is effective January 1, 2027, unless adverse comments are received by June 23, 2026. Comments are requested to ensure the updated standard aligns with safety and regulatory goals.
