This Direct Final Rule (DFR) amends PHMSA's regulations to incorporate by reference an updated edition of industry standard NFPA 59, Utility LP-Gas Plant Code. The update aims to enhance public safety, prevent regulatory confusion, reduce compliance burdens, and fulfill a mandate in the National Technology Transfer and Advancement Act (NTTAA) of 1995. The updated standard covers design, construction, location, installation, operation, and maintenance of liquefied petroleum utility gas plants. The rule is effective January 1, 2027, with comments due by June 23, 2026.
