MetroLINK ADA Paratransit Services and Risk Management Contract Opportunity

MetroLINK is seeking a qualified contractor to operate ADA-compliant paratransit services in the Illinois Quad Cities region. - Government Buyer: - Rock Island County Metropolitan Mass Transit District (MetroLINK) - Offices include Procurement Administrative Offices (1515 River Drive, Moline, IL) and Special Transportation Services Office (2103 5th Avenue, Rock Island, IL) - Services Requested: - Full operation of ADA-compliant, door-to-door paratransit transportation for eligible riders - Includes all operational staffing, driver recruitment and training, dispatch, scheduling, customer service, complaint handling, and data reporting - Contractor responsible for risk management, accident claims, incident investigations, and insurance coordination - Coordination of vehicle maintenance (MetroLINK pays for maintenance and provides vehicles/facilities) - Participation in experimental or special projects (e.g., dial-a-ride, deviated fixed route service) - Charter service provision at an hourly rate (using contractor vehicles without MetroLINK branding) - Strict compliance with ADA, U.S. Department of Transportation, and all federal, state, and local regulations - Use of MetroLINK-approved IT systems and adherence to performance, safety, and reporting standards - MetroLINK retains responsibility for ADA eligibility determinations and sets all service policies - Quantities & Scope: - Approximately 14,118 annual service hours - Contract term: 3 years with two 1-year option periods - Compensation based on revenue hours, with productivity incentives - Unique/Notable Requirements: - Contractor must manage workforce transition and risk management - May require use of contractor facilities if MetroLINK's become unavailable - Funding may include U.S. Department of Transportation and Illinois Department of Transportation support - No specific OEMs, part numbers, or product purchases are included; procurement is for comprehensive service delivery

Description

The Rock Island County Metropolitan Mass Transit District is soliciting proposals from qualified firms to provide ADA complementary paratransit services within its defined service area and during established service hours. The selected contractor will be responsible for delivering safe, reliable, and fully ADA-compliant door-to-door transportation services for eligible riders, including operational staffing, vehicle operation, driver training, and customer service. The contract includes risk management services and requires compliance with all applicable federal, state, and local regulations. Proposals must be submitted electronically via the Ionwave portal by May 6, 2026, and the contract award will be based on the highest ranked, most qualified, responsive, and responsible proposal.
