United States Department of State General Services Section Conakry, Guinea Public Notice REQUEST: PR15962731 - Hands-On Operator Training for Skid-Steer Loader (Caterpillar 272D2) Location: U.S. Embassy Conakry, Guinea Duration: 1–3 Days Participants: Up to 8 Embassy Staff Members The U.S. Embassy in Conakry, Guinea requires a contractor to provide in-person, hands-on training for Embassy personnel on the safe and effective operation of a Caterpillar 272D2 Skid Steer Loader (commonly referred to as a “bobcat” tractor). 1. Purpose The purpose of this Scope of Work (SOW) is to procure qualified instruction in-person, with hands-on training for Embassy personnel on the safe and effective operation of an Embassy owned Caterpillar 272D2 Skid Steer Loader (commonly referred to as a “bobcat” tractor). The training will ensure participants gain practical knowledge and operational confidence consistent with manufacturer guidelines and safety standards. 2. Objectives Safely operate the equipment in accordance with manufacturer safety guidelines. Demonstrate proficiency in operating the tractor on uneven, sloped, and wet terrain typical of the local environment. Properly attach and detach common implements and components. Perform routine inspections, preventive maintenance, and minor repairs. Identify hazards and apply safe operating procedures to mitigate risk. 3. Scope of Training Services The contractor shall provide all instruction, materials, and expertise necessary to deliver comprehensive training, including: a. Classroom Instruction (as applicable) Overview of equipment specifications and capabilities Review of safety procedures and hazard awareness Understanding controls, instrumentation, and operational limitations Manufacturer-recommended operating practices b. Hands-On Practical Training Start-up, operation, and shutdown procedures Maneuvering on flat, sloped, and wet/unstable terrain Load handling and balance techniques Safe operation in confined or uneven workspaces c. Attachments and Components Demonstration of proper attachment and removal of implements Inspection of couplers, hydraulics, and connection points Safe use of common attachments relevant to Embassy operations d. Maintenance and Minor Repairs Daily and periodic inspection procedures Basic troubleshooting techniques Preventive maintenance tasks (fluids, filters, lubrication) Identification of issues requiring professional servicing 4. Training Requirements Training shall be conducted on-site at the U.S. Embassy Conakry. Total duration shall be between one (1) and three (3) days, depending on participant skill level. Maximum of eight (8) participants will participate. Instruction shall be delivered primarily in French; however, English instruction may be accepted if French is unavailable. Training shall align with official manufacturer guidance and industry safety standards. The instructor must provide practical, scenario-based instruction tailored to local terrain conditions, including wet soil environments. 5. Instructor Qualifications The contractor shall provide an instructor who: Has demonstrated experience operating and training others on skid-steer loaders or similar heavy equipment. Is familiar with manufacturer safety standards and operational best practices. Has experience conducting hands-on training in field environments. Is capable of delivering instruction in French (preferred) or English. Must be able to successfully pass a U.S. Government security background check. (Instructors’ information must be provided 30 days in advance and contract may be void if the background check is failed) 6. Deliverables On-site training program (1–3 days) Instructional materials (digital or printed, if applicable) Practical demonstrations and supervised exercises Informal assessment of participant competency Certificate of completion (optional but preferred) 7.
