The Military Sealift Command (MSC), Special Mission Program Management Office in Norfolk, VA, is seeking industry input for the spot charter of two U.S. flag submarine-fendered tugs to support submarine operations in Charleston Harbor, South Carolina. - Government Buyer: - U.S. Navy, Military Sealift Command, Special Mission Program Management Office, Norfolk, VA - Products/Services Requested: - Two (2) U.S. flag submarine-fendered spot charter tugs - Minimum 100,000 lbs forward/stern bollard pull - Minimum 65,000 lbs side bollard pull - Maximum draft: 18 feet; maximum beam: 50 feet; maximum length: 110 feet - Passenger capacity: 12 - Low profile for power alongside bow or stern flare - Gray bow and side fendering, subsurface fendering with propeller guards - Firefighting, communication, and navigation equipment per USCG and FCC requirements - Harbor pilot and docking pilot services for undocking, river transit, and berthing operations - Unique/Notable Requirements: - Tugs must be U.S. flag and equipped for submarine support (submarine-fendered) - Operations support for Submarine Moored Training Ship (MTS) 626 from Nuclear Power Training Unit (NPTU) Goose Creek to Charleston C Buoy - Charter period is 5 days, with a one-time operation lasting 4 to 8 hours - Docking pilot to be identified at least one month prior to arrival - No specific OEMs or vendors are named in the opportunity - All technical and operational requirements are detailed in the attached document
