Description

The United States Marine Corps (USMC), Regional Contracting Office (RCO), intends to award a firm-fixed-price purchase order to Skydive Elsinore (UEI:H3SAH8PM5QS3) for Military Freefall (MFF) Progression and Sustainment Training Services.

Requirement Overview: The 3d Reconnaissance Battalion requires contracted air support, ZAR-approved drop zones, parachute rigger support, and specific climate-controlled facilities to supplement military aircraft and attain the volume of jumps needed for MFF sustainment. Due to the highly integrated nature of this training and the strict geographical requirements, Skydive Elsinore is the only identified vendor that operates the required comprehensive facilities and airlift capabilities concurrently in both Lake Elsinore, CA, and Porterville, CA, during the required period of performance (18 May 2026 to 7 June 2026). This notice of intent is not a request for competitive proposals or a formal solicitation.

However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Capability statements must demonstrate the vendor's clear ability to provide all required aircraft (CARB-approved), drop zones (ZAR-approved), and facility infrastructure in both Lake Elsinore and Porterville simultaneously.

Responses must be received no later than 8:00 AM Japan Standard Time on 29 April 2026. Responses should be emailed directly to Jordan Wilson at jordan.j.wilson2.@usmc.mil. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
