This is a firm-fixed-price contract for the Contractor to carry out 2027 Sapporo Snow Sculpture to support Mission Japan.  The U.S. Consulate General in Sapporo seeks the design, construction, maintenance, and presentation support of a large-scale snow sculpture to be featured in one of the blocks reserved for large sculptures at Odori Park during the 2027 Sapporo Snow Festival. The sculpture will promote U.S.-Japan relations, celebrate America, and serve as a prominent, visually engaging installation for festival attendees. Given the increased scale and visibility of a large sculpture, the Consulate intends to incorporate enhanced lighting, stage programming opportunities, and filming—either directly or via contractors—of both the construction and exhibition for official promotional use.

All responsible sources may submit a quotation, which will be considered.

The Government may award the contract based on the initial offer without discussion.  The resultant contract will be a firm-fixed-price contract.

All U.S. Contractors must be registered in the SAM (System for Award Management) Database https://www.sam.gov prior to submitting a quotation pursuant to FAR provision 52.204-7.  Therefore, prospective quoters are required to register prior to the submittal of quotations.

It is recommended for oversea Contractors to be registered in the SAM (System for Award Management) Database https://www.sam.gov prior to an award of the contract. 

This opportunity is subject to 52.229-12 - Tax on Certain Foreign Procurements (FEB 2021)
