The USDA Agricultural Research Service (ARS) is conducting market research to identify qualified small business contractors for nationwide soil sample analysis services, with a focus on Columbia, Missouri. - Government Buyer: - U.S. Department of Agriculture (USDA), Agricultural Research Service (ARS), AFM APD office - Scope of Work: - Analysis of approximately 10,000 on-farm soil samples collected from farmer participants across the United States - Required laboratory analyses include: particle size, total protein, active carbon, nitrogen, carbon content, soil respiration, pH, phosphorus, and other soil health properties - Contractor must provide all personnel, equipment, materials, shipping, and ensure data security compliant with USDA standards - Results must be delivered within 90 days of sample receipt - Quality Assurance Surveillance Plan (QASP) in place, requiring 100% acceptable quality level - Requirements: - Accredited laboratory with experience in soil health analysis using approved methods - Ability to handle large sample volumes and nationwide logistics - Compliance with USDA data security and quality certification standards - No specific OEMs, vendors, or part numbers are named in the opportunity - Period of Performance: - 12-month base period with one 12-month option period (up to 24 months total) - Place of Performance: - Primary focus on Columbia, MO, with samples collected nationwide and government oversight from USDA ARS offices

Description

A market survey is being conducted to determine if there are adequate Small Business, contractors available for a proposed project who meet the specific criteria outlined below. All business sizes are invited to participate.  This is not a solicitation Announcement or Request for Proposal. It does not constitute any commitment by the Government. No award will result from this notice. The purpose is to conduct market research to gain knowledge of potentially qualified sources. Responses to this Sources Sought Notice will be used by the Government to make an appropriate acquisition decision. The USDA Agricultural Research Service (ARS) will not award a contract on the basis of responses or pay for the preparation of any information submitted. Respondents will not be notified of the results of this notice. After completing an analysis of the responses, the Government will determine whether to limit competition small business firms, or to proceed with issuing an unrestricted solicitation, inviting full and open competition.
