US Coast Guard Seeks Replacement of Emergency Generator at ANT Dulac (Kohler 100kW)

The U.S. Coast Guard is seeking a contractor to replace the emergency generator at its ANT Dulac facility in Dulac, Louisiana. - Government Buyer: - Department of Homeland Security, U.S. Coast Guard, ANT Dulac, Base New Orleans - OEMs and Vendors: - Kohler (specified OEM for generator) - Products/Services Requested: - Removal and disposal of existing generator and two external emergencies - Supply and installation of one Kohler 100kW KG100R-QS1 generator (with weatherproof, sound-attenuated enclosure and Kohler APM603 or equivalent controller) - Ancillary components: 12V 6A battery charger, 1800W engine block heater, new starting battery and cables, 80% rated 3-pole main line circuit breaker, fuel lines (Natural Gas or LPG), exhaust system, electrical wiring, and two new emergency stop buttons - Crane truck and rigging services for removal/installation - Testing, commissioning, and documentation per NFPA 110 standards - Unique/Notable Requirements: - Kohler is the specified OEM for the generator (model KG100R-QS1) - Contractor must provide all labor, equipment, and safety protocols - Testing and commissioning must meet NFPA 110 standards - Project excludes Automatic Transfer Switch work - Site inspection is encouraged prior to quoting - Coordination with the Contracting Officer Representative is required to minimize operational impact - Small business set-aside under NAICS 238210 - Place of Performance: - U.S. Coast Guard ANT Dulac, 241 Coast Guard Rd., Dulac, LA 70353-2141

Description

This is a combined synopsis/solicitation for non-commercial items prepared in accordance with the format in FAR Part 36, as supplemented with additional information included in this notice. This announcement constitutes only solicitation; quotes are being requested, and no other written solicitation will be issued.

 Instructions to offerors, (FAR Part 36) evaluation criteria, and all applicable FAR Provisions and Clauses are attached.

The solicitation number is 41966Q260000002 and is issued as a Request for Quotation (RFQ).

Federal Acquisition Regulation (FAR) Clauses and Department of Labor Wage Rates for Construction are included in this order and are applicable.

Where Federal Acquisition Regulation clause language is inconsistent with FAR Part 36, Legal Effect of Quotations, that language is hereby tailored in accordance with FAR Part 36 to be consistent with a request for quotations. This tailoring includes but is not limited to the following: In accordance with FAR Part 36, a quotation is not an offer, and any clause provision to the contrary is hereby modified to be consistent with FAR Part 36. Where the word "offer/offeror" or a derivative of that word appears, it is changed to "quote/quoter" or a derivative of that word.

This is a small business set aside, the applicable NAICS code is 238210 and small business size standard is 19.0M.

This solicitation will result in a Firm-Fixed Price Construction Contract award method will be the lowest price, technically acceptable. The evaluation factors are:

The U.S. Coast Guard Contractor shall remove the existing generator and install new Kohler 100kW KG100R-QS1 generator on the existing concrete pad. Remove two (2) external existing emergencies and dispose of old generator. (See Scope of Work)

FAR 52.237-1 -- Site Visit (Apr 1984). Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.

All work shall be coordinated through the POC to minimize operational impacts on the unit during the execution of the work.
