The Naval Surface Warfare Center Dahlgren Division (NSWCDD) is seeking extensive engineering and technical support services for asymmetric warfare projects, with a focus on C4ISR RF sensor systems and related special systems. - Government Buyer: - Department of the Navy, Naval Surface Warfare Center Dahlgren Division (NSWCDD), Contracting Office - Scope of Services: - Research, analysis, design, development, prototyping, test and evaluation, integration, project management, implementation, and documentation of tactical and non-tactical systems - Support for C4ISR (Command, Control, Communications, and Computer Intelligence Surveillance Reconnaissance) RF sensor systems/subsystems - Services for Homeland Security, Anti-Terrorism, Force Protection, Unmanned Systems, and related programs - Software and hardware development, system integration, and sustainment - Labor and Staffing: - Total of 718,848 labor hours over 5 years (base year plus four option years), including surge options - Labor categories include Engineering Program Manager, Senior Systems Engineer, RF Engineer, Electrical Engineer, Mechanical Engineer, Technicians, Analysts, Network and Software Engineers, and more - Personnel must meet specific education, experience, and certification requirements - 20% small business participation requirement - Products/Deliverables: - Labor hours for engineering support (base and option periods, with surge) - Other Direct Costs (ODCs) for materials and travel - Data deliverables in accordance with DD Form 1423 (Not Separately Priced) - Unique/Notable Requirements: - Handling of Controlled Unclassified Information (CUI); firms must provide CAGE and UEI codes to access sensitive information - Open only to SeaPort-NxG MAC holders - Compliance with specified labor mix and total hours, with some flexibility in staffing - OEMs and Vendors: - No specific OEMs or vendors are named in the solicitation - Place of Performance: - Naval Surface Warfare Center Dahlgren Division, Dahlgren, VA - NAVSEA affiliated contracting activities

Description

The Naval Surface Warfare Center Dahlgren Division (NSWCDD) has a requirement for technical and engineering support for asymmetric warfare projects for research, development, engineering and technical support services vehicle for the research, analysis, design, development, prototyping, test and evaluation, integration, project management, implementation, and documentation of tactical and non- tactical systems as well as various Command, Control, Communications, and Computer Intelligence Surveillance Reconnaissance (C4ISR) Radio Frequency (RF) sensor systems/subsystems and other Special Systems associated with Homeland Security, Anti-Terrorism, Force Protection, Unmanned Systems and other related Programs. To request access to the DD Form 254 (Department of Defense Contract Security Classification Specification) associated with this solicitation, proposers must submit a formal request via email to Jennifer Montrief at jennifer.e.montrief.civ@us.navy.mil. This request must include the firms Commercial and Government Entity (CAGE) code and Unique Entity Identifier (UEI). Due to the presence of Controlled Unclassified Information (CUI) within the DD254, these identifiers are required to verify the companies status and eligibility to handle sensitive mission data before access is granted.
