COMBINED SYNOPSIS/SOLICITATION
The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk Contracting Department, Norfolk, VA 23511-3998, intends to award up to seven firm fixed IDIQ contract for commercially available integrated voice services via Central Office based, dial tone facilities to defense activities., using the policies and procedures of FAR Part 15 and FAR 16.505. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation of Commercial Items, with additional information included in this notice. This requirement will be solicited as full and open competition. The NAICS code applicable to this procurement is 517111, Wired Telecommunication Carriers and the size standard is 1,500.
BACKGROUND:
NCTAMS LANT provides critical base level communications to base users and supported commands and is integral to the mission for all users onboard Naval Air Station (NAS) Key West, Naval Station (NAVSTA) Great Lakes, NAVSTA Norfolk, Joint Expeditionary Base (JEB) Little Creek, Naval Support Activity (NSA) Mechanicsburg, NSA Philadelphia, and Philadelphia Navy Yard (PNYA) Philadelphia by providing critical commercial telephone services to all users and supported commands. Those commands have many critical National Defense missions to support operational and readiness requirements for Department of War (DoW), Department of Homeland Security (DHS), National Guard units, federal agencies and allied forces.

It is requested that all questions be received by May 5, 2026 by 1000 EST as time may not permit responses to questions received after that date to be prepared and issued prior to the receipt of proposals.
All responsible sources may submit a proposal which will be considered by the Government. By submitting a proposal, the vendor will be self-certifying that neither the principal corporate officials nor owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the proposal. The Contracting Officer reserves the right to conduct verbal or written discussions with respect to other than price with the vendors at any time prior to award. By submission of a proposal, the vendor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from the solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a vendor ineligible for award.
