Description

This is a Sources Sought notice for market research purposes only. This is not a solicitation for proposals, and no contract will be awarded from this notice.

1. Introduction

The Alabama Air National Guard (ALALANG) is conducting market research to identify potential sources capable of providing a strategic partnership to enhance its digital recruiting efforts. The goal is to connect with early-career talent, including college students and recent graduates (ages 17-28), across a national network of higher education institutions. This notice is intended to assess the capabilities of businesses to support the ALALANG in driving brand awareness, increasing qualified leads, and meeting its recruiting goals. The anticipated period of performance is one (1) year from the date of contract award.

2. Background

The ALANG requires a comprehensive partnership to expand its digital footprint within the higher education community. The desired solution will provide access to a large and diverse student network, facilitate proactive candidate engagement, and offer robust branding and promotional opportunities to position the ALANG as an employer of choice.

3. Required Capabilities

The ALANG is seeking vendors who can provide a comprehensive suite of services, including but not limited to the following:

3.1. Network and Proactive Engagement:

Provide access to a nationwide network of higher education institutions, including 4-year universities, community colleges, and technical schools. Offer a platform with tools for proactive candidate engagement, enabling the ALANG to send targeted messages to at least 60,000 pre-qualified candidates annually based on criteria such as academic major, skills, military interest, and other demographic data. Provide the capability to promote virtual and in-person recruiting events, information sessions, and career fairs to relevant student populations across the network.

3.2. Branding and Content Delivery:

Ability to host a centralized, premium-branded employer page for the AL Air National Guard to serve as a hub for recruiting content, job postings, and events. Support for hosting and promoting video content and other branding materials to increase candidate engagement and job application conversion rates.

3.3. Job Postings and Application Management:

Capability to support unlimited job postings for ALANG opportunities (full-time, part-time, internships). Demonstrated ability to achieve a Job View-to-Application conversion rate of at least 15% for actively promoted roles.

3.4. Reporting and Analytics:

Provide detailed quarterly performance reports that include key metrics such as the number of candidates reached, employer page views, follower growth, job views, total applications, application conversion rates, and event attendance figures. Ability to provide benchmarking analysis comparing ALANG performance against other federal and private sector employers.

4. Requested Information

Interested parties are requested to submit a capability statement that demonstrates their ability to meet the requirements outlined above. The submission should include:

Capability Statement: A detailed narrative (not to exceed 5 pages) addressing your company’s ability to meet each of the capabilities listed in Section 3. Please provide specific examples of how your platform or service meets these requirements.
