FBI RFI: STR Typing Services for Unidentified Human Remains

The FBI Laboratory Division, Biometrics Analysis Section, is conducting market research for Short Tandem Repeat (STR) typing services for unidentified human remains. - Government Buyer: - Federal Bureau of Investigation (FBI), Laboratory Division, Biometrics Analysis Section, Procurement Section - Services Requested: - Validated and accredited STR typing of human DNA at 20 CODIS loci from calcified tissues (e.g., skeletal elements) - Use of NDIS-approved autosomal STR DNA testing kits - Minimum throughput requirement: 200 samples per month - Vendors must provide Standard Operating Procedures (SOPs), assign unique identifiers to each sample, and deliver monthly progress reports - Adherence to FBI quality assurance procedures is mandatory - No specific OEMs or vendors are named in the RFI - Unique/Notable Requirements: - All STR typing must use NDIS-approved kits - Vendors must demonstrate validated DNA isolation and STR typing processes - Strict chain-of-custody and reporting requirements - This is a Request for Information (RFI) for planning purposes only; no commitment to procure at this stage - Place of Performance: - FBI Academy Complex, Quantico, Virginia

This is a Request for Information (RFI) notice only.  This RFI is for informational planning purposes, and it is not to be construed as a commitment by the Government for any actual procurement of equipment, supplies, materials, laboratory instruments, and/or services.  This RFI is published in accordance with FAR 15.201(e) and is for PLANNING PURPOSES ONLY.  It does not constitute a Request for Proposal (RFP) or a commitment by the U.S. Government, nor should it be construed as such.

Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI.  All costs associated with responding to this RFI are solely at the responding parties’ expense.  Respondents are solely responsible for properly marking and clearly identifying any proprietary information and/or trade secrets contained within their response.  The Government will not be liable for or suffer any consequential damages for any proprietary information not properly marked or clearly identified.  Proprietary information received in response to this RFI will be safeguarded and handled in accordance with applicable Government regulations.  Responses to this notice are not offers and will not be accepted by the Government to form a binding contract or agreement.  Responses to the RFI will not be returned.  Not responding to this RFI does not preclude participation in any future solicitation.  If a solicitation is released at a future date, it will be synopsized on the SAM.gov website.
