The U.S. Senate Sergeant at Arms is seeking multiple IT-related services to support cybersecurity and executive leadership: - Government Buyer: - U.S. Senate Sergeant at Arms (SAA), located at The Capitol, Washington, DC - OEMs and Vendors: - No specific OEMs or commercial vendors are named; only vendors authorized as FEDLINK Electronic Resources providers are eligible for the IT research subscription - Products/Services Requested: - IT research subscription service via FEDLINK Electronic Resources - Cybersecurity services, including: - Cybersecurity incident response training - Cybersecurity compliance assessment - Cybersecurity awareness program - Remote access technical support for secure Senate system access - Security incident auditing - Executive Peer Partner services: - Senior-level, peer-to-peer advisory support for the CIO, Deputy CIO, and CTO - Up to five executive-level licenses for confidential advisory sessions - Executive Peer Partner must have at least 10 years of IT leadership experience (3 years at C-level) and federal government experience - Unique or Notable Requirements: - Only FEDLINK Electronic Resources providers may respond for the IT research subscription - Executive Peer Partner must have significant federal CIO-level experience - Contractors must comply with Senate cybersecurity policies and procedures when accessing Senate systems - Place of Performance: - The Capitol, Room S151, Washington, DC 20510 (Senate Sergeant at Arms office) - U.S. Senate federal office (for executive advisory and cybersecurity services)

Description

The United States Senate Sergeant at Arms is soliciting quotes from FEDLINK Electronic Resources vendors for an Information Technology (IT) research subscription in accordance with the Library of Congress Federal Library and Information Network (FEDLINK) Electronic Resources multiple award IDIQ.

Vendors eligible to respond must be authorized as FEDLINK Electronic Resources providers with the Library of Congress Federal Library and Information Network.

Proposals must be received at the U.S. Senate Office of the Sergeant at Arms via email to Holly_McDonald@saa.senate.gov, by 12:00 Noon ET on Thursday, April 30, 2026.
