Description
The Environmental Protection Agency (EPA) is proposing to approve revisions to the Missouri State Implementation Plan (SIP) related to the control of emissions during petroleum liquid storage, loading and transfer in the St. Louis area. The revisions include revising the tank size threshold applicability, adding incorporations by reference to other state rules, adding specific definitions, revising restrictive or duplicative language, streamlining vapor recovery system modifications at gasoline dispensing facilities, and clarifying testing and reporting language. These revisions align with similar rules in Kansas City and do not interfere with the state's ability to meet air quality standards. The EPA's proposed approval is in accordance with the Clean Air Act (CAA).
