The Environmental Protection Agency (EPA) is proposing to approve the Clean Air Act section 111(d) State Plan submitted by the Commonwealth of Kentucky through the Kentucky Energy and Environment Cabinet. The plan implements and enforces Emissions Guidelines and Compliance Times for existing municipal solid waste landfills that commenced construction, modification, or reconstruction on or before July 17, 2014. It establishes emission limits, monitoring, operating, recordkeeping, and reporting requirements for affected landfills. The plan incorporates EPA's finalized guidelines from August 29, 2016, and upon approval, replaces the federal plan currently in effect in Kentucky.
