The Department of Energy (DOE), in partnership with the Department of Justice (Antitrust Division), is initiating a major effort to strengthen the U.S. nuclear fuel supply chain: - A consortium of domestic nuclear energy companies will be established to ensure the availability and resilience of nuclear fuel for current and future reactors - Plans of action span the entire nuclear fuel cycle: - Milling, conversion, enrichment, deconversion, fabrication, recycling, and reprocessing - Workforce development, supply chain management, and financial/economic strategies - No specific Original Equipment Manufacturers (OEMs) or vendors are named; the focus is on domestic nuclear energy companies - The Antitrust Division has determined that these actions are necessary and cannot be achieved through less anticompetitive means - The initiative is designed to support reliable operation of U.S. nuclear reactors and enhance national energy security
Description
This notice announces the review and approval of plans of action under the Defense Production Act (DPA) proposed by the Department of Energy (DOE) to establish a consortium of domestic nuclear energy companies. The consortium aims to ensure the availability of domestic nuclear fuel supply chain capacity to support the reliable operation of existing and future nuclear reactors. The plans of action cover phases including milling, conversion, enrichment, deconversion, fabrication, recycling, reprocessing, and workforce development. The Assistant Attorney General, Antitrust Division, has found that the purposes of the DPA may not be achieved through plans with less anticompetitive effects, allowing the plans to become effective.
