The Centers for Disease Control and Prevention (CDC) is seeking design-build services for a major modernization of the central chilled-water plant at Building 10, CDC Roybal Campus, Atlanta, Georgia. - Government Buyer: - Centers for Disease Control and Prevention (CDC), Office of Acquisition Services - CDC Roybal Campus, Chamblee Campus Building 102 - Scope of Work: - Replace four existing 1,450-ton chillers with new 1,800-ton chillers - Replace nine cooling tower cells with eight new cells, including structural modifications, walkways, and maintenance access - Replace primary chilled-water pumps and condenser-water pumps, including associated starters and variable frequency drives (VFDs) - Upgrade medium-voltage and low-voltage electrical systems - Integrate new Building Automation System (BAS)/controls (BACnet-compatible) - Modify chilled-water and condenser-water piping, isolation valves, and refrigerant monitoring systems - Perform structural work, fire protection modifications, and ancillary system upgrades - Provide design, engineering, construction, commissioning, training, and closeout documentation - Unique/Notable Requirements: - Project must be executed in phases to maintain continuous campus operations; no more than two chillers can be offline at any time - Compliance with EPA refrigerant guidelines and federal sustainability mandates (e.g., recycled materials) - Firm-fixed-price contract with monthly payments - No specific OEMs or vendors are named in the solicitation - Estimated period of performance is 462 calendar days from Notice to Proceed
Description
This acquisition supports modernization of Building 10 (central plant) at the CDC Roybal Campus in Atlanta, Georgia. The objective is to provide complete design-build services to replace aging chilled-water plant equipment, improve electrical and controls infrastructure, maintain continuity of campus operations during phased execution, and deliver a fully commissioned and documented facility.
a. Provide all design, engineering, management, supervision, labor, materials, equipment, testing, commissioning, training, and closeout services required to modernize the B10 chilled-water plant. b. Replace four existing 1,450-ton chillers with new 1,800-ton chillers and provide associated starters, controls, piping, isolation valves, refrigerant monitoring, and appurtenances. c. Replace nine existing cooling tower cells with eight new cells; provide structural modifications, walkways, maintenance access, valves, piping, and roofing work required for the new configuration. d. Replace primary chilled-water pumps, condenser-water pumps, associated starters / VFDs, and modify chilled-water and condenser-water piping as required for the new plant arrangement. e. Perform associated medium-voltage and low-voltage electrical upgrades, BAS / controls integration, structural work, fire protection modifications, and ancillary systems work identified in Attachment A. f. Provide phased execution that preserves campus operations; no more than two chillers may be removed from service at one time.
