The Bureau of Land Management (BLM), California State Office, is seeking a contractor to provide comprehensive fee collection services at the Imperial Sand Dunes Recreation Area (ISDRA) in Imperial County, California. - Government Buyer: - Bureau of Land Management (BLM), California State Office - BLM El Centro Field Office, California Desert District - Contracting managed from Sacramento, CA and El Centro, CA offices - Products/Services Requested: - Fee collection services for ISDRA, including: - Staffing ranger stations and managing visitor permit sales (season and weekly permits) - Managing a website for permit sales and customer service - Coordinating with third-party vendors and the Imperial County Sheriff's Office for enforcement and fee collection - Providing all necessary equipment, labor, and materials - Electronic deposit of collected fees - Permit design, production, and distribution (approx. 7,422 season permits and 58,346 weekly permits annually) - Optional roving sales and Wash Road stationary sales (up to 30 days each per year) - Permit sales at special events (e.g., Sand Sports Super Show) - Unique or Notable Requirements: - Permits must be weatherproof, sequentially numbered, and change color/design annually to prevent fraud - Two types of weekly permits: onsite and offsite, with scratch-off dates - Performance incentive for selling 94% or more permits off-site - Contractor must provide mobile point-of-sale technology for roving and stationary sales - Coordination with BLM staff and use of BLM-provided vehicles for mobile sales - All services are non-personal; contractor provides all plant, equipment, labor, and materials - No specific OEMs or commercial vendors are named in the solicitation or attachments.

Pursuant to Federal Acquisition Regulation (FAR) 12.202, the Contracting Officer is issuing a combined synopsis/solicitation for the acquisition of Fee Collection Services for the Bureau of LandManagement (BLM) Imperial Sand Dunes Recreation Area (ISDRA) managed by the BLM El Centro Field Office, Imperial County, CA.Interested parties may submit questions relating to this solicitation via electronic mail to the point of contacts listed in section and are due no later than close of business Thursday,May 7, 2026.Quotes are due no later than May 26, 2026, 10 a.m. PT.
