Tinker AFB B3202 Vault and Above-Ground Diesel Fuel Tank Replacement

This opportunity seeks qualified contractors to replace the fuel vault and install a new above-ground diesel fuel tank at Building 3202, Tinker Air Force Base, Oklahoma. - Government Buyer: - Department of Defense, U.S. Air Force, Air Force Sustainment Center (FA8137 AFSC PZIOC), 72nd Air Base Wing Civil Engineering Directorate - Scope of Work: - Demolition and removal of existing underground fuel storage tanks, vaults, piping, and associated equipment - Design, engineering, and construction of a new double-walled, UL 142-rated above-ground diesel fuel tank with UL 508-rated control panel, interstitial space monitoring, and automated shutoff per NFPA 20 - Installation of new fuel piping, fill lines (including Morrison Brothers 715 fill box), and reinforced concrete equipment pads and driveway - Upgrades to ventilation (ASHRAE 62.1, NFPA 37), electrical (new MDP and branch panelboards, step-down transformer, LED lighting, occupancy sensors, photocell controls), and fire protection systems - Architectural and structural repairs, new roofing, and roof drain system - Commissioning, testing, and balancing of air and water systems by certified firms (AABC or NEBB) - Environmental management, hazardous material removal, and compliance with EPA, USDA, and Energy Star requirements for materials and equipment - Products/Materials Requested: - Double-walled above-ground diesel fuel tank (UL 142) - Morrison Brothers 715 fill box - New MDP and branch panelboards, step-down transformer - LED weatherproof light fixtures, wallpacks, occupancy sensors - Reinforced concrete driveway and equipment pad - Stainless steel fuel piping, rooftop exhaust fan, roof drain system - EPA/USDA/Energy Star/FEMP-compliant construction and electrical products (e.g., coal fly ash, biobased roof coatings, LED lighting, low standby power electronics) - Services Requested: - Full design-build services (design, engineering, construction, quality control, safety, environmental compliance) - Fuel tank removal and disposal by licensed Oklahoma Corporation Commission operators - Commissioning, testing, and balancing of new systems - Fire protection system modifications and acceptance testing - Notable Requirements: - Mandatory site visit for proposal eligibility - Performance and payment bonds required - Compliance with DoD, NFPA, ASHRAE, UFC, and Oklahoma regulations - Detailed design submittals at multiple completion stages (35%, 65%, 95%, 100%) - Use of environmentally preferable and energy-efficient products - Estimated Contract Value: - Between $1,000,000 and $5,000,000 - Period of Performance: - Work must begin within 10 calendar days of award and be completed within 330 calendar days - **No specific OEMs are named, but Morrison Brothers is specified for the fill box.

Project Location: Tinker AFB, B3202

IAW FAR 36.101-3 the magnitude of this project is between $1,000,000 and $5,000,000

IAW FAR 52.232-18 Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.

The work to be performed under the terms of this contract consists of furnishing all design/engineering services, materials, labor, plant, tools, transportation, equipment, testing services, quality control and incidentals required to accomplish the installation of a new above-ground diesel tank inside B3202 at Tinker Air Force Base (AFB), Oklahoma (reference the project SOW and drawings for additional information).

After review of the project specific documents, if you are a Tinker AFB - MAC BOA Holder, please send an email to the Contracting Points of Contact as an RSVP stating you are interested in attending the Initial Site Visit. Your RSVP email must be received by noon on 27 April 2026. In your RSVP, please let us know if all personnel that will be attending the Initial Site Visit have base access. If anyone requires base access, you must forward with your RSVP, the Entry Access List (EAL) so that we can know how many personnel require base access.

After receipt of your RSVP and EAL if required, Initial Site Visit is set for Tuesday, 28 April, 2026 at 1300 (1:00pm) CST on Tinker AFB, B3202. Meeting location will be the fuel tank on the east side of B3202. 

You must attend the initial Site Vist for the project to be considered eligible to propose. 

Requests for Information (RFIs) are due Thursday, 7 May, 2026 @ 1600 (4:00pm)
