Description
The Naval Sea Systems Command (NAVSEA) intends to award a contract modification to Leidos Holdings, Inc. under Contract No. N00024-18-C-6209. The modification will be issued using other than full and open competition pursuant to 10 U.S.C. § 3204(a)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1.
The Acoustic Device Countermeasure (ADC) MK 5 is an expendable, mobile acoustic countermeasure designed to increase a submarine’s survivability against torpedo threats. Leidos is the original developer of the ADC MK 5 system, and the Government does not currently possess a complete Technical Data Package (TDP) with build-to-print specifications. This action is required to procure additional Low-Rate Initial Production (LRIP) units and associated engineering support to meet critical fleet deployment and testing schedules. Leidos is determined to be the only available source capable of fulfilling these requirements without causing unacceptable schedule delays while the TDP is finalized for future full and open competition.

Parties may submit a capability statement detailing their technical expertise and ability to fulfill the requirements, which will be considered by NAVSEA.
