Description
Notice of Intent to Sole Source – IGW4
Under the authority of RFO 6.103-1(c)(2), the National Geospatial-Intelligence Agency (NGA) intends to issue a sole source contract to Compusult LTD for the International Geospatial Warehouse 4 (IGW4) program.
Purpose: The purpose of this contract is to support the International Geospatial Warehouse (IGW) which is essential for overall management of the Multinational Geospatial Co-production Program (MGCP) Portal. The MGCP Portal allows an ability to manage credit entitlements, track production, and quality assurance, store data, plan production, provide reports in various forms, and allow for collaboration through forums as well as private messaging.
Scope: The contract scope is to provide the necessary skilled technical personnel, materials, facilities, security, and services required to accomplish the hosting, maintenance, and enhancement of the IGW applications on an unclassified domain, as well as the secure access services that support the IGW. The IGW system shall continue to be hosted behind a commercial firewall system.
IGW4 will be established as firm fixed price contract with a seven-month base period and four twelve-month option periods. The anticipated period of performance is 01 July 2026 – 30 November 2030.
NGA intends to award in accordance with RFO 6.103-1(c)(2) “Only one responsible source and no other supplies or services will satisfy agency requirements”. IGW4 is a follow-on contract for highly specialized services that spans twenty years. Compusult has been fulfilling all primary functions and components of the IGW system using their proprietary Web Enterprise Suite (WES) software and secure hosting facilities. The government has restricted rights to the baseline software used in IGW and does not possess the baseline source code. Compusult also has specialized knowledge as the sole developer and maintainer of the applications used in IGW. Given the proprietary nature of the existing IGW baseline, competing IGW requirements could only occur through a complete redesign of the IGW System. An award to any other source would result in substantial duplication of cost and unacceptable delays.
This notice is in accordance with RFO Subpart 5.101 and is not a request for competitive proposals. All responsible sources may submit a capability statement, proposal, or quotation in sufficient detail, which shall be considered by the NGA. A determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government.
