Notice of Intent to Sole Source – GCD3

Under the authority of GSAR 538.7104-3(b)(iii), the National Geospatial-Intelligence Agency (NGA) intends to issue a sole source contract to Omni Federal Inc for the GEOINT Capability Development 3 (GCD3) program.

Purpose: The GEOINT Capability Development 3 (GCD3) contract is the follow-on contract to GCD2. GCD3 will continue to support updating the Quality Assurance Capability (QAC) application. QAC will replace the Geospatial Analysis and Integrity Tool (GAIT) which will be sunset in FY28.  GCD3 is necessary to mitigate the risks of QAC not being ready to replace the legacy GAIT capabilities. Further, the external dependency of QAC, Technical Reference Document (TRD) 5.0 is still not complete.

Scope: The contract’s scope is to provide GEOINT Capability Development (GCD) teams with government-contractor effort in programming, user-centric design coding, test-driven programming, continuous integration and continuous deployment, open-source software, Quality Assurance (QA), and Agile software maintenance. NGA currently uses the Geospatial Analysis and Integrity Tool (GAIT). GAIT is the international and defense geospatial co-production of vector data application.

GCD3 will be established as firm fixed price contract with a 7-month base period, one 12-month option period, and one 5-month option period. The anticipated period of performance is 28 June 2026 – 27 June 2028 (24 months total).

NGA intends to award in accordance with GSAR 538.7104-3(b)(iii) – “The order should be issued on a sole source basis in the interest of economy and efficiency because it is a logical follow-on to an FSS order already issued on a competitive basis.”  GCD3 will complete the development of QAC that will replace the sunsetting GAIT tool. GAIT is used for international and defense geospatial co-production of mission vector data. If QAC is not ready to fulfill this requirement, NGA will be at risk with capability and mission gaps. It is anticipated that transitioning to a new provider at this stage to complete updates to the QAC application would delay the completion by 12 months. The estimate for a delay in service due to a transition would be substantial, increasing the required program cost by over $2.1M. Also, Omni Federal is the co-developer with NGA government staff and contract support of the QAC application ecosystem. This notice is in accordance with RFO Subpart 5.101 and is not a request for competitive proposals. All responsible sources may submit a capability statement, proposal, or quotation in sufficient detail, which shall be considered by the NGA. A determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government.
