Description

This Special Notice is issued to comply with eFiling requirements and in accordance with Federal Acquisition Regulation (FAR) Part 5 to publicize the U.S. Embassy Kuwait’s intent to establish one or more Blanket Purchase Agreements (BPAs).

A BPA is not a contract or purchase order. Rather, it is an agreement that sets forth terms and conditions for future purchases, allowing the Government to place orders (calls) as needed. BPAs streamline the acquisition process by reducing administrative costs and paperwork associated with repetitive purchases. All BPAs will be established and administered in accordance with applicable procurement laws and regulations.

Scope of Requirement: 

The U.S. Embassy Kuwait intends to establish one or more BPAs with qualified and licensed local vendors capable of supplying high-quality materials, equipment, and products across multiple sectors, including but not limited to:

Plumbing, Irrigation, and Mechanical supplies Electrical and Lighting (e.g., switches, cables, lighting fixtures) Tools (power tools, carpentry, masonry, and heavy-duty tools) Construction Materials (e.g., cement, steel, aggregates, paints, insulation) Mechanical Equipment (e.g., pumps, compressors, HVAC components, plumbing fixtures) Safety and Industrial Supplies (e.g., PPE, fire protection equipment, industrial tools)

The anticipated BPA performance period may be up to five (5) years. Total value of all awards under this BPA shall not exceed the Simplified Acquisition Threshold (SAT), currently set at $350K. Individual orders (calls) placed under the BPA are expected to remain at or below the Micro-Purchase Threshold (MPT), currently set at $15K, unless otherwise authorized by the Contracting Officer.

Vendor Qualification Requirements:

Interested vendors must submit the following documentation. Incomplete submissions may not be considered:

Company profile, including coverage of relevant supply categories Capability statement demonstrating ability to meet the requirement Valid Commercial Registration and license to operate in the State of Kuwait Relevant past performance and experience

Prospective vendors are strongly encouraged, but not required, to register in the System for Award Management (SAM) at https://www.sam.gov and maintain an active registration.

Vendors with an active SAM registration need only provide their Unique Entity Identifier (UEI) and are not required to complete FAR 52.204-90. Vendors without an active SAM registration must complete FAR 52.204-90, Offeror Identification (attached 52.204-90 Offeror Identification)

This notice is issued for market research and informational purposes only. It does not constitute a solicitation, and no Request for Quotation (RFQ) is being issued at this time. The Government does not intend to award a contract based on responses to this notice.

Submission Instructions:

All submissions must be in English. Documents originally issued in another language must be accompanied by an English translation along with the original document. Submissions not meeting this requirement may not be evaluated.
