Description
The U.S. Department of State, U.S. Embassy Singapore, intends to award on a sole source basis to Shangri-La Hotel Limited (UEI: C15HFZQT9LF5), located at 22 Orange Grove Road, Singapore 258350, for lodging accommodations, meeting space, and associated event support services.
These services are required to support an official U.S. Government delegation attending the 2026 IISS Shangri-La Dialogue, scheduled for May 29–31, 2026, in Singapore.
The Government intends to fulfill this requirement through the issuance of multiple firm-fixed-price purchase orders to Shangri-La Hotel Limited. Each purchase order will cover specific elements of the requirement, including but not limited to lodging accommodations, meeting space, and associated event support services. The aggregate value of all purchase orders issued under this requirement will not exceed the Simplified Acquisition Threshold. All applicable taxes and service charges will be included.
Statutory Authority
This acquisition is conducted under the authority of:
FAR 13.106-1(b)(1) – Soliciting from a Single Source, as only one source is reasonably available.
Justification for Sole Source
The Shangri-La Hotel Singapore is the official venue for the 2026 IISS Shangri-La Dialogue. All conference-related activities—including plenary sessions, bilateral and multilateral meetings, and official engagements—are conducted within the hotel under controlled access and security protocols.
Due to the nature of the event:
-- Access to conference facilities is restricted to credentialed participants within the host venue.
-- The delegation requires continuous on-site presence to support a compressed schedule of official engagements.
-- Room availability is limited and controlled by event organizers.
-- No other vendor can provide the combination of lodging, meeting space, and secured access required to meet the Government’s needs.
Accordingly, Shangri-La Hotel Singapore is the only source reasonably available that can meet the Government’s requirement.
Responses to this Notice
This notice is not a request for competitive quotations or proposals.
Interested parties may submit a capability statement demonstrating their ability to meet the Government’s requirement as described above. Responses must clearly show the ability to provide lodging, meeting space, and direct, secured access to all official conference activities at the host venue.
Responses shall be submitted electronically to the Contracting Officer, Kevin M. Phillips, via email at SGProcurementRFQ@state.gov, with the subject line:
“Intent to Sole Source – Shangri-La Dialogue Support Services.”
Responses must be received no later than May 15, 2026 at 1700 hours (local time).
