The USDA Forest Service, Pomeroy Ranger District, is seeking small business contractors to provide lookout services for the Umatilla National Forest, specifically at the Oregon Butte Lookout in the Wenaha-Tucannon Wilderness. - Government Buyer: - United States Department of Agriculture (USDA) Forest Service, Pomeroy Ranger District - Contracting office: USDA-FS, CSA Northwest 3, Portland, OR - Products/Services Requested: - Fire lookout services for Oregon Butte Lookout, Umatilla National Forest - Detect and report smokes or fires within and adjacent to the forest - Maintain daily logs and provide annual written summaries - Monitor and relay radio traffic, plot and report fire start locations - Provide fire behavior and weather reports, take weather and fuel moisture readings as requested - 7-day coverage, 9-hour workdays (0900-1800), with up to 140 overtime hours per year - Contractor must provide primary and backup lookouts, transportation, supplies, and safety equipment - Government provides facilities, radios, maps, and training - Minimum 60 days of service per season guaranteed - Quantities and Line Items: - Base year and two one-year options - Each year: 60 days of base service, up to 60 optional days, and up to 140 overtime hours - Unique/Notable Requirements: - Contractor must be a small business (SBA set-aside) - Service location is remote and requires access via specific routes (Eckler Mountain Road, Teepee Trailhead) - Government-furnished facilities and equipment - No OEMs or specific commercial vendors are named, as this is a service contract. - Place of Performance: - Oregon Butte Lookout, Umatilla National Forest (Wenaha-Tucannon Wilderness, Pomeroy, WA) - Godman Guard Station - Dayton, WA (access and support location) - Contracting office in Portland, OR

Description

The purpose of this contract is to provide lookout services to detect and report smokes or fires within and adjacent to the Umatilla National Forest. The lookouts shall be required to maintain a daily log of events and provide a written summary of events at the end of each contract year. Work shall include monitoring radio traffic, relaying radio messages, plotting and reporting fire start locations, providing fire behavior reports, reporting state of the weather and taking weather and fuel moisture readings when requested.
