Description

Funds are not presently available for this acquisition. The Government anticipates funds will become available prior to award as this action has been identified on the National Guard priority list.  No contract award will be made until appropriated funds are made available.

The California Air National Guard at Fresno ANGB intends to issue an Invitation for Bids to award a single firm-fixed-price contract for services, non-personal, to include all plant, labor, transportation, permits, materials, tools, equipment, appliances, and supervision necessary to remove four existing Heating, Ventilation, and Air Conditioning (HVAC) units and their auxiliary air ducting and electrical and drain lines, and install a new 40-ton HVAC system.

This acquisition does not contain any brand name, brand name or equivalent, nor sole-source requirements.

This project is set aside 100% for Small Businesses. The North American Industry Classification System (NAICS) Code is 238220, with a small business size standard of $19,000,000. The magnitude of construction is between $250,000 and $500,000.

The tentative date for issuing the solicitation is on-or-about 11 May 2026 with a tentative date for a pre-bid conference and site visit on-or-about 20 May 2026.  The location will be provided in the formal solicitation.  Interested contractors are encouraged to attend and shall follow registration and base access requirements shown in the attached DBIDS Pre-Enrollment Document. Each site attending representative must save their DBIDS code. Additional base access information will be posted with the solicitation.

The bid opening date is tentatively planned for on-or-about 8 June 2026.  Actual dates and times will be identified in the solicitation.

The solicitation and any technical and/or engineering data for this solicitation will be distributed using the Solicitation module of the Procurement Integrated Enterprise Environment (PIEE) website.  Interested offerors must be registered in the System for Award Management (SAM) (www.sam.gov).  Complete instructions (to include training) are available through the PIEE website.  The California Air National Guard is unable to provide technical assistance with the site.

Interested firms/individuals are advised to begin gaining access to SAM as quickly as possible.

As required by 15 U.S.C. § 644(w), implemented by RFO FAR 36.101-4, the following information is provided to interested small businesses:

(A).  The National Guard Bureau (NGB) has no agency-specific policies or procedures applicable to definitization of equitable adjustments for change orders under construction contracts, other than those described at FAR 43.204, DFARS 243.204 and Army FAR Supplement (AFARS) 5143.204.

(B).  Data for the prior 3 fiscal years regarding the time required to definitize equitable adjustments for change orders under construction contracts for the NGB is currently unavailable, however data for Department of the Army (which NGB reports to) is listed below:
