Description

Background. Air Force Manual — AFMANI11-255 Volume 1: Flight Manager Training, Volume 2: Flight Manager Standardization/Evaluation Program, and Volume 3: Flight Manager Responsibilities and Procedures direct training, evaluations and operations for MAF FMs. The AFMAN specifies training for 618 AOC/TACC FMs. This Performance Work Statement (PWS) defines the objectives, scope and specific requirements for an all-encompassing, comprehensive and integrated FM training program, to include Federal Aviation Administration (FAA) Aircraft Dispatcher Certification training.

Objectives. FM Training produces combat mission ready FMs who plan and “flight follow” (actively monitor) global airlift missions. The objective: develop, maintain and deliver an up-to-date, comprehensive training program to meet mission qualification, to include successful completion and award of a FAA Aircraft Dispatcher certificate and all sustainment training requirements for 618th AOC FMs. The contractor shall track, schedule and document all FM training. FM training ensures all assigned FMs are current and qualified. The contractor shall track, schedule and assist with requalifying non-current/unqualified FMs. The contractor shall update all courseware/ presentations in accordance with (IAW) all Air Force/Major Command (MAJCOM) Manuals, Instructions and Directives. The contractor shall be timely and responsive to FMs in support of global operations and their 24 hour a day, seven (7) days a week schedule. The contractor shall provide up-to-date training to all three (3) shifts on a as required basis when required for additional just-in-time training i.e. new Mission Design Series (MDS), i.e. KC46.

Scope. The contractor shall provide FM training support to schedule, execute, document and maintain a comprehensive FM training program to train 618th AOC FMs in all FM duties and responsibilities. The primary customers are 618 AOC (TACC) FMs and new hires. USAFE and PACAF FM personnel may attend Periodic training only, on a space available basis at the invitation and approval of 618 AOC (TACC) Director, Command and Control. These responsibilities include scheduling (in coordination with MODM supervision), notification and provision of FM periodic, upgrade and just-in-time/differences training. The contractor shall coordinate, maintain, document, and update 618 AOC (TACC) FM training records IAW all applicable Air Force/MAJCOM Manuals, Instructions, and Directives. Responsibilities also include developing and maintaining, up-to-date lesson plans, providing training, coordinating, scheduling and integrating training offered by other vendors including Government sources, such as the FAA certified Aircraft Dispatcher Training instructor necessary to ensure all FM candidates successfully earn an FAA Aircraft Dispatcher certification. All contractor provided training shall be developed and accomplished IAW all current Air Force/MAJCOM directives and guidelines using Instructional System Design (ISD) methodology.

The contractor shall coordinate/facilitate initial online network access training (i.e. completion of Cyber Awareness Training), and initiate requests for computer access and required Flight Management software accounts (Global Decision Support System (GDSS), Mobility Air Forces Flight Planning Services (MAFPS), etc.) for all 618 AOC FMs, monitor required functionality, complete software updates on 11 weapon system computers workstations (mission ready) in the primary classroom, and an additional 22 office/classroom computer workstations, and maintain all FM training facility workstations in fully functional status (capable of supporting flight management operational planning and execution of AMC missions). The FM weapon system is defined to be the fully operational computer workstation in the AOC or alternate location with all associated programs and connectivity.
