Fisheries and Oceans Canada (DFO) is seeking a Canadian contractor for the removal and disposal of dredge spoils at Red Head Harbour, Prince Edward Island. - Government Buyer: - Fisheries and Oceans Canada (DFO), Procurement Hub, 200 Kent Street, Ottawa, ON - Project Scope: - Excavate and remove approximately 4,200 metric tonnes of dredged material from the containment cell at Red Head Harbour, down to the geotextile membrane - Transport dredged material to Envirem Organics facility in Memramcook, New Brunswick for disposal - Remove and dispose of the geotextile membrane at a provincially approved waste facility in PEI - Regrade and reshape containment cell embankments after material removal - Install and maintain a temporary 6-foot chain-link (or metal mesh) fence for site security during the project - Clean and restore the site and access routes to a debris-free condition - Requirements and Constraints: - Contractor must comply with all federal, provincial, and municipal environmental, safety, and building codes - Work must be completed within 60 days of contract award, with no work permitted during the fishing season (April 15 to July 15) - Open only to Canadian contractors under reciprocal procurement policy - Measurement for payment is by metric tonne, verified by weigh tickets - Project governed by Canadian Free Trade Agreement (CFTA) and prompt payment legislation - OEMs and Vendors: - No specific OEMs or equipment manufacturers are named; Envirem Organics Inc. is specified as the disposal facility for dredged material - Notable Requirements: - Strict environmental protection and sediment control measures - Temporary fencing for site security - Site restoration to original or better condition after project completion

Description

This solicitation is for the removal of all dredge spoils from the containment cell at Red Head Harbour, including excavation to the geotextile layer. The spoils will be transported to the Envirem Organics facility in Memramcook, NB, and the geotextile will be disposed of at an approved PEI site. After removal, the embankments will be regraded, a temporary 6 ft fencing will secure the work area, and the site and access routes will be cleaned and restored. The contract duration is estimated to be 3 months, starting approximately on July 15, 2026.
