NOAA's National Ocean Service, Office of Response & Restoration, is seeking comprehensive environmental database management support services to maintain and develop contaminant chemistry and toxicity data systems, including the DIVER data system. - Government Buyer: - Department of Commerce, National Oceanic and Atmospheric Administration (NOAA) - National Ocean Service, Office of Response & Restoration - Eastern Acquisition Division (EAD-NOS), Norfolk, VA - OEMs and Vendors: - No specific OEMs or commercial vendors are named in the solicitation or attachments - Products/Services Requested: - Environmental database management support services - Maintenance, development, and standardization of environmental contaminant chemistry and toxicity databases - Data model management and data integration - Contingency support for major environmental spills - Labor support for database management (Firm-Fixed-Price and Time & Materials line items) - Emergency contingency labor support - All requirements detailed in the Performance Work Statement (PWS) - Unique or Notable Requirements: - Requires qualified scientific and technical personnel with expertise in database and data integration tools - Support for both routine operations and emergency spill response - Set aside 100% for Small Business concerns, including HUBZone, SDVOSB, and EDWOSB - Period of Performance: - Multiple contract periods: one spanning three years with two option years, and another with a base year plus four option years (potential for up to five years) - Primary Places of Performance and Delivery: - NOAA Headquarters, Silver Spring, MD - NOAA Regional Office, Seattle, WA - National Ocean Service, Office of Response & Restoration, Silver Spring, MD - Contracting office: EAD-NOS, Norfolk, VA
