DOE Solicitation for Long-Term Lease and Demonstration of Defense Used Nuclear Fuel Recycling Facility at Idaho Site

This opportunity invites qualified U.S.-based entities to propose a long-term lease and demonstration project at the Department of Energy's Idaho site for recycling defense-related used nuclear fuel (UNF). - The Department of Energy (DOE) Office of Environmental Management (EM) is seeking proposals for: - A long-term lease at the Idaho EM cleanup site, specifically near the Idaho Nuclear Technology and Engineering Center (INTEC) - Development, construction, operation, and decommissioning of a large-scale recycling facility for defense-related UNF - Focus on Advanced Test Reactor (ATR) UNF (approx. 3,400 elements, with 105 new elements generated annually through 2050) - Potential transition to other defense-related UNF after ATR demonstration - Applicants must demonstrate: - Technical, regulatory, security, and financial capabilities - Ability to manage material control, criticality, waste, and regulatory compliance - Plans for decommissioning and environmental stewardship - Teaming is encouraged, but only U.S.-based entities may participate due to security restrictions - The lease and demonstration project will be phased (development, construction, operation, decommissioning), with the demonstration duration defined by the applicant - An Industry Day event will be held at the Willow Creek Building in Idaho Falls, Idaho, to provide additional information - No specific OEMs or vendors are named; the opportunity is open to all qualified U.S. entities - All requirements and details are provided in the RFA and its amendment

DOE’s Office of Environmental Management will sponsor an Industry Day currently anticipated for Wednesday May 27th 2026 at Willow Creek Building, 1955 Fremont Ave, Idaho Falls Idaho, 83415. April 22, 2026 - The Department of Energy (DOE), is issuing this Request for Application (RFA) to solicit proposals from entities interested in entering into a long-term lease for property located at the DOE Office of Environmental Management (EM) cleanup site in Idaho, for the purpose of a large scale demonstration of the commercial viability of recycling defense-related used nuclear fuel (UNF) currently in storage at the site.  

Submit any questions related to the RFA to by Tuesday May 19th 2026.

DOE’s Office of Environmental Management will sponsor an Industry Day event to explain and answer questions about the solicitation process.
