Description
On behalf of the Tennessee Valley Healthcare System, the Memphis Campus of the Veterans Affairs Medical Center (Lt. Col. Luke J. Weathers Jr. VA Medical Center at 116 N. Pauline Street, Memphis TN 38105) has an EMERGENCY requirement that the Office of the Network Contracting Office (NCO) 9 is issuing this Intent to Sole Source. THIS IS NOT A REQUEST FOR QUOTE (RFQ) AND NO SOLICITATION IS AVAILABLE. The Department of Veterans Affairs intends to award a Firm Fixed Price award to a single source under the authority of FAR 13.106-1, URGENCY to Enviros, LLC. 220 RAMSEY ST HASTINGS, MN 55033-1219, a verified SDVOSB.
The prospective contractor is to provide services The contractor shall provide all labor, materials, and equipment required to meet the requirements necessary to commission AHU-23, AHU-13W, and AHU-1 SPS with the focus on controlled temperature and humidity. The service required includes:
1.The U.S. Department of Veterans Affairs is seeking assistance in identifying potential
issues associated with the AHU 23, AHU-13W, and AHU-1 SPS serving the Memphis VAMC.AHU- 23 serves the Memphis VA OR s 4,5,7,8,9, and 10. AHU-13W serves OR s 2 & 3. Also, the corridor leading into the OR suites. AHU-1 SPS serves sterile processing.
Develop and deliver the project schedule reflecting deliverables and timelines
Develop and deliver the RCx draft plan. The plan describes general building information, project objectives, building, and system descriptions, process roles, responsibilities, schedule,
documentation, and investigation scope and methods.
Conduct on-site testing activities and compile issues log of identified areas for repair and improvement. Includes TAB readings, calibration, FPT, and capturing issues.
Hire the services of the local building automation contractor during each site visit
Provide summary report on test activities and results. Includes review of analytics for incorporation of energy and performance issues noted in data.
Assemble repairs estimate on issues identified and present for immediate repair. Includes life cycle analysis cost for equipment and repair recommendations
Review of final report and associated findings.

A determination not to compete the proposed order based upon the responses to this notice is solely within the discretion of the government. Any vendor who believes it can meet the requirement as stated herein may submit a response, which will be considered only if received by 22 APRIL 2026 NLT 5:00 PM ET.
