The U.S. Navy, through NAVFAC Mid-Atlantic, is seeking qualified contractors to replace the roof at Rockwell Hall Gym, Building 3147, located at Joint Expeditionary Base Little Creek-Fort Story in Virginia Beach, VA. - Government Buyer: - Naval Facilities Engineering Command (NAVFAC) Mid-Atlantic, including FEAD Little Creek and the main contracting office in Norfolk, VA - Products and Services Requested: - Complete removal and replacement of the existing roof system at Rockwell Hall Gym, Building 3147 - Modified bitumen roof membrane system (two-ply or three-ply with granule surface cap sheet) - R-20 rigid insulation for both barrel and flat roof areas - Sheet metal flashing, wall/rake/counter/base flashing, metal coping, gutters, and downspouts (copper or compatible materials) - Roof decking (wood for barrel vaults, corrugated steel for flat areas) - Installation of a government-furnished diesel generator, subbase tank, exhaust stack, equipment pad, generator control, equipment connections, distribution conductors, and ATS reprogramming - Design and construction services for a new insulated roof system - Quality control program and construction submittal/approval process - Unique or Notable Requirements: - Roof system must meet stringent wind uplift, fire resistance, and performance standards - 20-year manufacturer no-dollar-limit watertightness warranty and minimum two-year contractor workmanship warranty - Compliance with Navy change order regulations and environmental requirements - Submission of Material Safety Data Sheets (MSDS) with offers - Only contractors holding the NAVFAC Mid-Atlantic Small Business MACC ML-C00081 (specific contract numbers) are eligible - No specific OEMs or part numbers are listed; copper and modified bitumen roofing materials are specified - Estimated contract value is between $1 million and $5 million - Place of performance is Joint Expeditionary Base Little Creek-Fort Story, Virginia Beach, VA; contracting offices are in Norfolk and Virginia Beach, VA
