This opportunity seeks Dust Palliative Concentrate and associated storage and application equipment for use at a military training center. - Government Buyer: - U.S. Army Materiel Command, S2P2 Contracting Officer, MICC Fort Drum - Products and Equipment Requested: - 73,525 gallons of non-toxic, sucrose-based Dust Palliative Liquid Concentrate - Must be biodegradable, plant-based, non-corrosive, and approved for use around aircraft and airfields - Must meet EPA toxicity standards and be on the USDA Bio Preferred list - Strict documentation required: toxicity lab report, USDA Bio preferred certification, Safety Data Sheet (SDS), and company quote - Two mobile fracking style onsite storage tanks (20,000 gallons each, total 40,000 gallons) - Tanks must be WADOT legal, have 3-inch male camlock outlets with valves, and be plumbed to a 3-inch manifold - Two gas-powered 3-inch product transfer pumps with camlock fittings, inline flow meters, hoses, and ball valves - Two tank heaters and a generator sufficient to run both heaters - Services Requested: - Subject Matter Expert (SME) onsite for the first 3 days of application to assist with equipment setup and soil assessment - Unique/Notable Requirements: - All products must be new and delivered FOB destination - Minimum daily availability of 20,000 gallons during the performance window - Storage tanks must remain onsite for at least 8 weeks or until product is consumed - Strict compliance with Buy American Act and all listed technical specifications - Total Small Business Set-Aside - No specific OEMs or brands are named; offerors must demonstrate compliance with all requirements

You must also submit the following documents to be considered for this solicitation: Toxicity Lab report, Your USDA Bio preferred certification letter from the USDA for the exact product you are offering, A SDS for the exact product name you are offering, a quote on company letterhead with the total price of bid, it should list the quantity and acknowledge you are providing all of the required equipment.
