The U.S. Army Corps of Engineers Louisville District is seeking design-build construction services for a new Small Arms Ammunition Magazine and Munitions Surveillance Workshop at Blue Grass Army Depot in Richmond, Kentucky. - Government Buyer: - U.S. Army Corps of Engineers (USACE), Louisville District, KO Contracting Division - Project Scope: - Design and construction of a 170,000 SF ammunition storehouse for small arms ammunition - Construction of a 2,868 SF munitions surveillance workshop - Loading docks, ramps, lightning protection, fire protection and alarm systems - Cybersecurity measures and connection to Energy Monitoring Control Systems (EMCS) - Site improvements including utilities, electric service, site lighting, parking, access roads, paving, sidewalks, storm drainage, and landscaping - Self-contained heating system, comprehensive interior design services, and accessibility for individuals with disabilities - Facility designed for a minimum 40-year lifespan, meeting DoD Unified Facilities Criteria (UFC 1-200-02) for energy efficiency and integrated building systems - Product and Service Line Items: - Construction of ammunition storehouse and munitions workshop (1 each) - Site work including demolition, utilities, paving, fencing, landscaping, and drainage (1 each) - Complete design services (1 each) - Coordination with water, sewer, gas, and electric utility providers (1 each per utility) - Optional items: employee parking lot, HVAC system upgrade with dehumidification, and addition of windows in the workshop - Post Construction Award Services (PCAS) for interior design and furniture package development - Notable Requirements: - Compliance with DoD Unified Facilities Criteria, Anti-Terrorism/Force Protection (AT/FP) standards, sustainability goals, and cybersecurity - Electronic proposal submission via PIEE - One-year warranty period post-acceptance with specific management and response requirements - No specific OEMs or vendors are named in the solicitation - Estimated contract ceiling is $74 million

Description

DESCRIPTION: The U.S. Army Corps of Engineers (USACE) Louisville District has issued Request for Proposal (RFP) Solicitation W912QR-26-R-A049 for the Design-Build (D/B) new Construction of Small Arms Ammunition Magazine (SAAM), Blue Grass Army Depot (BGAD), Richmond, Kentucky. The project includes the following scope: construction of a 170,000 SF Ammunition Storehouse for Small Arms Ammunition and a Munitions Surveillance Workshop and to accommodate required egress components. The facility includes loading docks, ramps, lightning protection system, and cybersecurity measures, and Energy Monitoring Control Systems (EMCS) connection. Sustainability and energy enhancement measures are included. Supporting facilities include utilities (water, sewer, gas), electric service, site lighting, organizational parking, access roads, paving, sidewalks, storm drainage, information systems, and site improvements. Heating will be provided by a self-contained system. Comprehensive building and furnishings related to interior design services are required. Access for individuals with disabilities will be provided. Facilities will be designed to a minimum life span of 40 years in accordance with DoD's Unified Facilities Criteria (UFC 1-200-02) including energy efficiencies, building envelope and integrated building systems performance.

The Contract Duration is one thousand (1000) calendar days from Contract Notice to Proceed.

TYPE OF CONTRACT AND NAICS: This RFP is for one (1) Firm-Fixed-Price (FFP) contract.  The North American Industrial Classification System Code (NAICS) for this effort is 236220 - Commercial and Institutional Building Construction.

TYPE OF SET-ASIDE: This acquisition will be a Full & Open competitive procurement. 

SELECTION PROCESS: The proposals will be evaluated using a Two-Phase Best Value Tradeoff Source Selection process.

CONSTRUCTION MAGNITUDE: The magnitude of this construction project is anticipated to be between $25,000,000 and $100,000,000 in accordance with DFARS 236.204(ii).

SOLICITATION WEBSITE: The official solicitation, when posted, will be available free of charge by electronic posting only and may be found at System for Award Management (SAM): Offerors shall have and shall maintain an active registration in the SAM database at http://www.sam.gov to be eligible for a Government contract award. If the Offeror is a Joint Venture (JV), the JV entity shall have valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award an Offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next prospective Offeror.
