Description
The U.S. Army Corps of Engineers Research and Development Center (ERDC), Geotechnical and Structures Laboratory (GSL) intends to issue a sole source award to Stumptown Research & Development, LLC (CAGE Code: 824N1) to procure (1) C2SQ Component.
The Structural Mechanics Branch (SMB) R&D conducts research operating an 8-ft x 8-ft Blast Load Simulator (BLS-8) that is used to evaluate structural targets subjected to shock waves produced by either compressed or combustible gasses. The BLS is a large-scale interchangeable compressed gas or combustible gas driven device. The device is remotely controlled from the control room in the BLS Facility, and it has multiple modular test sections, a target reaction frame, and additional components as needed to operate/support the device.
SMB has a requirement to procure a new Circle 2 Square (C2SQ) component for the BLS-8.
The C2SQ component will replace the existing component and will be designed to reduce negative artifacts of target loading caused by the shape of the current C2SQ section that is not capable of producing a uniform blast waveform upstream of the target vessel.
The unique characteristics detailed are critical to the continuation of the GSL’s mission and continued research in the Structural Mechanics Branch (SMB).
Since alternative methods of field-testing technique will not be deemed acceptable, it is determined that Stumptown Research & Development, LLC (CAGE Code: 824N1) is the only vendor that can provide the C2SQ Component that can meet the government’s exact specifications.
Therefore, the Government intends to award a Firm-Fixed price contract to Stumptown Research & Development, LLC in accordance with FAR 13.106-1(b)(1)(i). Stumptown Research & Development, LLC is a small business concern under the applicable NAICS code 541715 (Research and Development in the Physical, Engineering, and Life Sciences, except Nanotechnology and Biotechnology) with a size standard of 1000 employees.
This notice of intent is for information purposes only. This notice is not a request for competitive quotes or proposals. A solicitation will not be issued. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The information submitted must be provided in sufficient detail to demonstrate the vendor’s ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
