This opportunity seeks contractor support for the U.S. Fleet Forces Command's Berthing and Messing Program, focusing on maintenance and operational support for berthing barges and service craft. - Government Buyer: - U.S. Navy, Naval Supply Fleet Logistics Center Norfolk (NAVSUP FLT LOG CTR NORFOLK) - U.S. Fleet Forces Command (COMUSFLTFORCOM) - Scope of Work: - Organizational Level (O-level) maintenance and support for approximately 34 berthing barges and other non-self-propelled service craft - Services include: - Day-to-day maintenance, inspections, and preventive maintenance - Repairs (interior/exterior, electrical, plumbing, HVAC, metalwork, painting, galley/laundry equipment, networking equipment) - Firefighting equipment maintenance per NFPA standards - Lock and latch installation/maintenance, key control - Cleaning, sanitizing, fumigation, and extermination (semi-annual) - Site assessments, engineering/design plans, and compliance with tag-out and hot work standards - Service call response (routine, urgent, emergency) - Tank/void opening and closure for inspection - Contractor personnel must hold SECRET security clearances and comply with strict safety and training requirements - Products/Services Requested: - Berthing and Messing labor, barge materials, other direct costs (ODC), and travel - Approximately 97,176 man-hours of direct labor in the base period - Locations: - Primary: U.S. Fleet Forces Command, Norfolk, VA (Hampton Roads area) - Additional: Kittery, ME and Groton, CT - Unique Requirements: - Support covers multiple barge classes and locations - Compliance with OEM manuals for equipment maintenance - Unrestricted procurement with small business set-aside considerations - No specific OEMs, vendors, or part numbers are identified in the solicitation or attachments.

Description

Provide USFFC with operational Organizational Level (O-level) support for assigned program Duty Crew Berthing Barges and other Service Craft (Non-Self Propelled). With no permanent ships force assigned, O-Level must be conducted by the Contractor. O-Level maintenance is the day-to-day work performed on installed equipment in support of Barge operations. The purpose of O-level maintenance is to maintain all installed equipment in a full-mission capable status while improving the local maintenance process. Maintenance at this level includes inspections, servicing, handling, and periodic preventive maintenance of equipment with associated checks and tests as provided by the installed preventive 3M maintenance system.
