Description

The Defense Commissary Agency (DeCA) is conducting market research to identify sources capable of providing non‑personal services for Preventive Maintenance (PM) and Unscheduled Repairs of Miscellaneous Food Processing (MFP) Equipment at commissary stores within Group 42-Hawaii. The locations included in this requirement are Hickam Air Force Base, Marine Corps Base Hawaii (Kaneohe Bay), Pearl Harbor, and Schofield Barracks. A Performance Work Statement (PWS), List of Equipment requiring services, and the Preventive Maintenance Checklist are provided as attachments to this notice for industry review. The applicable North American Industry Classification System (NAICS) code is 811310, with a corresponding small business size standard of $12,500,000.

This requirement is currently in the SBA 8(a) program. In accordance with 13 CFR 124.504(d), requirements accepted into the 8(a) program remain in the program unless SBA grants a written release. DeCA is conducting this Sources Sought Notice to assess market capability and determine whether a release from the 8(a) program may be appropriate. No decision has been made at this time.

DeCA is specifically seeking capability statements from firms in the following socio‑economic categories: SBA 8(a), HUBZone, Service‑Disabled Veteran‑Owned Small Business (SDVOSB), and Women‑Owned Small Business (WOSB). Responses from other small businesses are also welcome and will be considered for market research purposes.

The purpose of this notice is to identify interested and capable firms and to assess the availability of qualified sources. Responses will assist the Government in determining the appropriate acquisition strategy, including whether a competitive strategy outside the 8(a) program may be feasible, contingent upon SBA approval.

Interested firms are encouraged to submit an email indicating their interest and capability to perform this requirement to the primary point of contact no later than May 4, 2026 at 4:00 PM EST.
