Forest Management Guideline Monitoring Services for Minnesota Watersheds

Minnesota Department of Natural Resources (MN DNR) is seeking qualified vendors to monitor Forest Management Guideline (FMG) implementation at timber harvest sites across three Minnesota watersheds. - Scope of Work: - Monitor FMG implementation at 65-75 randomly selected timber harvest sites in three HUC-8 watersheds - Sites include public (state, county, USDA Forest Service, tribal) and private forestlands - Contractors responsible for landowner contacts, site mapping, data collection, QA/QC, and electronic data submission - Requirements: - Mandatory 2-day calibration training for contractors - Presence of a Forestry Expert with at least one year of Minnesota forestry/logging experience - MN DNR provides guidebooks, field instructions, aerial photos, shapefiles, tablets, and portal access - Contractors supply safety equipment and field tools - Compliance with Minnesota diversity, inclusion, workforce, and equal pay certification for contracts above thresholds - Contract Structure: - Multiple contracts may be awarded; vendors can apply for one or more watersheds - Contract term anticipated from May to December 2026, with options to extend up to 4 years - Delivery and Place of Performance: - Work performed across Minnesota watersheds - Data delivered to DNR OMB PURCHASING office in St Paul - No specific OEMs or commercial vendors named; opportunity is open to qualified responders

Description

The Minnesota Department of Natural Resources (MN DNR) is requesting proposals from qualified responders to monitor designated timber harvest sites in Minnesota for the Forest Management Guideline (FMG) implementation across three watersheds. The project aims to collect data on the implementation rates of timber harvest forest management guidelines on a random selection of sites on public and private forestlands in specific Hydrologic Unit Code (HUC-8) watersheds. Forestland ownership categories include state, county, USDA Forest Service, other public agencies, forest industry, and non-industrial private forestland including American Tribal land. This Request for Proposal may result in multiple contracts being awarded to multiple vendors.
