Page 1 of 5 NOTICE OF INTENT TO AWARD A SOLE SOURCE The Department of Veterans Affairs, Network Contracting Office (NCO) 22, located at 4811 Airport Plaza Drive, Long Beach, CA 90815 is issuing this Notice of Intent (NOI) to inform industry contractors of the Government s intent to execute a Sole Source Award under FAR Part 13 Simplified Acquisition Procedures (SAP), specifically FAR Subpart 13.5 Simplified Procedures for Certain Commercial Items. The intended Contractor is University of Connecticut located at 438 Whitney Rd Extension Unit 1133, Storrs, CT 06269. The place of performance is at the VA Greater Los Angeles Healthcare System (VAGLAHS) located at 11301 Wilshire Blvd., Los Angeles, CA 90073. This requirement shall be used to provide an Indefinite Delivery, Indefinite Quantity (IDIQ) contract for one (1) clinical engineering intern for a two (2) year educational/work internship at the VA Greater Los Angeles Healthcare System (VAGLAHS) each contract period. To date, the University of Connecticut is the only institution with a graduate program whose candidates match the requirements of the VA Greater Los Angeles Healthcare System s Clinical Engineering Intern Program. The contract period shall be for one (1) base year, with the Government having the option to exercise four (4) one-year option periods. The contractor shall provide one (1) clinical engineering intern who shall perform the following: Analysis of current medical equipment management program to improve quality of the program and to be consistent with other programs in the VISN and nationally, co-management (with a mentor) of medical equipment systems installation projects to ensure the successful and timely completion in support of patient care, completion of an engineering technical or management project. Projects to be authorized and promoted as a benefit to improve patient care and shall be supervised by a mentor, focused efforts on quality improvement for medical equipment management including training to end users, equipment evaluations, and recall or incident follow up. This procurement is being conducted using commercial item procedures pursuant to FAR Part 12 and FAR Part 13, specifically FAR Subpart13.106-1(b)(1)(i) allowing the Contracting Officer (CO) to solicit from one source. This will be a Firm Fixed Price (FFP) award and an anticipated award date is set for 08/06/2026. The proposed period of performance shall be from August 23, 2026 through August 22, 2031 (Base plus Four Option Years). Total estimated value for the Base Year and Options is $681,698.00. The North American Industry Classification System (NAICS) for this requirement is, 611310 Colleges, Universities, and Professional Schools. Product of Service Code for this requirement is, R425 Support Professional: Engineering/Technical. The Small Business Administration (SBA) size standard for this sector is $35 Million. This notice of intent is neither a formal solicitation nor a request for competitive proposals. No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of unsolicited quotations or offers received in response to this notice. Any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the Government.
