The U.S. Army Corps of Engineers (USACE) Europe District is seeking to establish Blanket Purchase Agreements (BPAs) for comprehensive engineering testing and survey services to support construction and design projects across multiple European countries. - Government Buyer: - U.S. Army Corps of Engineers (USACE), Europe District, Contracting Division - Scope of Services: - On-call engineering and structural support services, including: - Visual building inspections (by building size) - Identification of structural systems (visual and non-visual) - Structural steel connection investigations - Roofing surveys and wooden roof truss evaluations - Core borings and sample collection (structural slabs, masonry walls) - Welding inspections (nondestructive) - Rebar scans, foundation surveys, and endoscope camera surveys - Hazardous material and environmental testing - Construction quality assurance (QA) tests (e.g., rebound hammer, test cubes, slump/air/temperature) - Fire flow testing, unexploded ordnance (UXO) surveys, utility capacity and condition surveys - Mobilization/demobilization for personnel and equipment - Products/Part Numbers: - Detailed line items with part numbers (e.g., 0001a, 0002b, etc.) for each service type and building size - Quantities: - Quantities are per unit (e.g., per test, per location, per investigation area, per day), with a BPA master dollar limit of $9 million and a call limit of $350,000 - Geographic Coverage: - Primary performance in Germany, Poland, Belgium, with potential work in the Netherlands, Luxembourg, Norway, Denmark, Romania, Italy, and Hungary - Notable Requirements: - Submission of Material Safety Data Sheets (MSDS) with offers (FAR Clause 52.223-3) - Emphasis on quality control, security, and compliance with FAR/DFARS clauses - Not set aside for small businesses - OEMs and Vendors: - No specific OEMs or vendors are named; the requirement is for commercial engineering services
