This Request for Proposal (RFP) seeks to provide residents and eligible small businesses in James City County access to weekly solid waste collection services through a subscription-based program. The program aims to offer an economy-of-scale similar to that negotiated by large HOAs and may become mandatory by April 2029. Additionally, the County manages a subscription-based, bi-weekly curbside recycling service with approximately 9,300 households participating.
