The City of New York Department of Design and Construction (DDC) is seeking a qualified vendor to provide Construction Materials Testing Services for Independent Assurance across multiple DDC projects in all five boroughs and surrounding areas. - Government Buyer: - Department of Design and Construction (DDC), City of New York - Offices include Site Safety Division, Office of Quality Assurance, and Division of Safety & Site Support - Scope of Work: - Independent assurance material sampling, testing, and inspection for concrete, asphalt, soil, and aggregates - Field evaluation of personnel, protocols, and equipment used by materials testing companies - Pickup and delivery of materials within Staten Island, Manhattan, Queens, Brooklyn, Bronx, and vicinity - Services performed on an as-needed basis via work orders; payment is unit price-based - Products and Services Requested: - Compressive strength testing of concrete cylinders (up to 6,000 units) - Concrete core analysis, asphalt content and gradation testing, drilled asphalt core analysis - Soil classification and moisture-density relationship (standard and modified) - In-place density testing of soils and asphalt using nuclear gauge - Field testing of concrete (slump, air content, unit weight, temperature) - Preparation of concrete test specimens, core drilling, sieve analysis of aggregates - Asphalt or concrete plant inspection and QC verification - Compressive strength testing of hydraulic cement mortar cubes - Hourly services for field technicians and independent assurance auditors - Allowance for miscellaneous equipment and services - Unique or Notable Requirements: - Vendor must hold a current Concrete Laboratory license with NYC Department of Buildings - Continuous accreditation under AASHTO R-18 for Hot Mix Asphalt, Soil, Aggregate, and Portland Cement Concrete - Mandatory accreditations: ASTM E329, ASTM C1077, ASTM D3666, ASTM D3740 - At least three years of relevant experience and annual gross revenues of $100,000+ for material testing - Successful completion of at least three similar projects valued at $50,000+ each - Key personnel must meet strict education, experience, and certification requirements (e.g., NYS Professional Engineer, ACI, NETTCP, NICET, SUNY-Alfred State) - Compliance with NYC Living Wage Law for applicable services - Estimated Contract Value: - Not-to-exceed $250,000 - Place of Performance: - All five boroughs of New York City and vicinity - DDC offices at 30-30 Thomson Avenue, Long Island City, NY - Contract Structure: - Requirements contract for 365 days (with possible extension/renewal); work issued via work orders

Description

The Department of Design and Construction is seeking a vendor to provide Construction Materials Testing Services for Independent Assurance. The scope includes material sampling and testing, pickup and delivery of materials within Staten Island, Manhattan, Queens, Brooklyn, Bronx, and surrounding areas as directed by the DDC. The work also involves field evaluation of personnel, protocols, and equipment used by materials testing companies on DDC projects. All work must comply with Section IV Technical Specifications and current standards.
