The City of Elgin is requesting proposals from qualified firms to design and provide full construction documents for the renovation and upgrade of the lobby of The Hemmens Cultural Center. This solicitation is a publicly advertised and competitively awarded Request for Proposal (RFP) by the City of Elgin. The City reserves the right to reject any or all proposals or parts thereof, or to accept any proposal or waive informalities if deemed in the city's best interest.
