THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT.RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY.

The Naval Air Systems Command, PMA-265 (Program Office for F/A-18 Aircraft), intends to solicit for Delivery Orders against an existing sole source Basic Ordering Agreement (BOA) to BAE Systems, Information and Electronic Systems Integration (BAE Systems), for supplies and services associated with the Combined Interrogator Transponder (CIT), and its related products - Conformal Antenna Subsystem (CAS), Beam Forming Network (BFN), etc. The Delivery Orders will include, but not limit the scope of work to upgrading a Conformal Antenna Subsystem (CAS) Beam Forming Network (BFN) Acceptance Test Procedure (ATP) workstation, contained in the secure test facility at BAE Systems, Greenlawn, N.Y., upgrading/replacing antiquated computer hardware, test equipment and fixtures to the latest Windows operating system, as well as re-write, verify and validate test software as required to function with the new hardware and operating system; Latent Defects and Operation Flight Program (OFP) updates to address deficiencies; Engineering Technical Assistance and Trouble Shooting in support of these equipment.  Each order will be synopsized on the BetaSAM website.

This BOA was awarded on a sole source basis to BAE in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304 (c)(l), as implemented by FAR Part 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." BAE is the only company with the unique knowledge, experience, special skills, facilities, manufacturing techniques, and technical data required to support the above mentioned Combat Identification systems.

Note: The BOA is for supplies and/or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, any capability statements received will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine potential and eligible small business firms capable of providing the services described herein prior to determining the method of acquisition and issuance of a Request for Proposal. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis.
