Description

This Request for Proposal (RFP) seeks to provide residents and eligible small businesses in James City County, VA, access to weekly solid waste collection services through a subscription-based program. The program aims to offer similar economies of scale as large homeowners associations and may become mandatory by April 2029. Additionally, the County manages a subscription-based bi-weekly curbside recycling service with approximately 9,300 households participating. The County anticipates awarding contracts for both solid waste and recycling collection, potentially to the same contractor, but reserves the right to award separately. The County owns all curbside recycling carts currently deployed plus 700 spare carts.
